Deborah Frances Noel, 71, of Fulton passed away Friday, April 24, 2026 at the Albany Regional Medical Center. She was born in Fulton on June 11, 1954 to Francis W. and Ida G. Kerfien. Debbie attended Fulton schools and was a homemaker.

       She is survived by her daughter, Shannon Marie Noel Boatman of Syracuse; her brothers, Gary (Caroline) Fay of Weedsport and Terry (Margaret) Kerfien of Monroe, NC as well as several grandchildren, nieces and nephews. In addition to her parents, she was predeceased by a daughter, Heather Lynn Noel Bauernfiend.
