Julie A. Loughrey, 55, of Volney passed away at home Wednesday, September 23, 2026 with her loving family by her side. She was born in Oswego on May 28, 1971 to Francis “Butch” and Betty Mason Hall. Julie was truly a special person who was cherished by all who knew her. To her family, she was so much more than words can ever express. She was deeply and endlessly loved, and her presence brought comfort, warmth and happiness to the lives of those around her. As a homemaker, she embraced the the simple joys in life, sitting on her deck with her husband and spending time with her family, especially her grandchildren. In her free time Julie enjoyed boating, fishing, camping and going to the Fulton Moose Lodge where she was a member.

       She is survived by her husband of 28 years, Scott K. Loughrey; her daughters, Jaclyn (Scott) Mansfield and Taylor (Brandon O’Bryan) Loughrey; her father, Francis “Butch” Hall; her siblings, Tom (Debbie) Hall, Linda Hall, Tracy (Chris) Sereno and Rachel (Brian Ouderkirk) Hall; her sister-in-law, Sheri Hall; four grandchildren, Morgan, Leric, Riggs and Emma as well as several nieces and nephews. She was predeceased by her mother, Betty Hall and by her brother, Brian Hall.

       A Celebration of Life will be held for Julie on Saturday, October 24, 2026 beginning at 1 p.m. at the Fulton Moose Lodge, 3044 County Route 57, Oswego.
